WHY NOT BARBARA?
                                                                              
     Barbara
says that as an accountant she supports streamlining spending and lowering taxes BUT since being on   
council
Barbara has supported raising property taxes from 3.65 mills to 5.9 mills. Barbara has raised your taxes
by 60% while being on council without reducing staffing or spending of the City. In 2011 Barbara voted to increase your  
taxes by 24% stating that the City would not have enough money otherwise. Kelly Kautz voted against this tax increase      
urging her colleagues that expenses could be cut without cutting services. Barbara did not listen and at the end of 2011    
the City had an
$687,000 surplus or overage despite Ms. Bender's tax increase.

     Barbara
says that she supports public safety and Snellville's police officers. However, Barbara did not support the
funding of
additional police officers in 2007 and Barbara has supported the continuing decline in the number
of Snellville police officers
since 2009. Barbara has also supported the freezing of officers' salaries.

     Barbara says that she listens to residents BUT Barbara did NOT listen to the hundreds of residents before Mayor
and Council
when BARBARA VOTED YES to an access road along Nob Hill, to a pawn shop (RM 04/12/2009), to
higher density housing on Lenora Church (RM 08/13/2007), to self-service laundry mat on Copper Road (RM
10/26/2009), a new Walmart
(RM 08/22/2011) and voted NO to an investigation into the crematory (RM
08/25/2008) and failed to support an ordinance proposed by Kelly Kautz that would regulate halfway houses being
able to operate in our neighborhoods.

     Barbara says that she wants to maintain the high quality of the roads in Snellville BUT Barbara cut all of the
money set aside for paving in the FY 2012 Budget.

     Barbara
says that she supports businesses BUT Barbara has voted to increase the garbage fees paid by
businesses by 20% (RM 11/24/2008), she has voted to
increase the business taxes and licensing fees paid by
businesses and she has
voted against a hardship ordinance that would alleviate the tax burden on small struggling
businesses.

     Barbara
says that she is independent and does the right thing BUT during her time on Council Barbara has
supported her friends/fellow politicians and not the residents:
 1. In 2006 when the City of Snellville was operating without a city manager the Attorney General of Georgia released an
opinion stating that Mayor Oberholtzer
must nominate a city manager or be in violation of our City Charter/law
Barbara supported the Mayor continuing without a city manager. In a mockery of the situation Barbara also supported
making
Brett Harrell (the director of the 78 CID at the time which would have made it a conflict of interest for him to serve
as city manager) to be the City Manager.
 2.  In
2007 Barbara with Mayor Oberholtzer voted against allowing the city manager to conduct evaluations of city
employees as stated in his job description delaying some employees from timely receiving their raises.
 3. In
2008 Barbara voted with Mayor Oberholtzer against allowing an investigation to see how $31,000 of
taxpayer's money was given to Partnership Gwinnett despite the fact the majority of Mayor and Council voted that the
City could not afford to donate that amount in the current budget year.
 4. In
2009 the City purchased the office building of the accounting firm of which Barbara is vice-president for
$340,000.
 5. In 2010 Barbara voted against an Ethics Ordinance in Snellville that would have created an independent complaint
and investigation process for complaints against elected officials.
 6. In
2011 Barbara proposed hiring a friend as an outside consultant for the LCI project despite the fact that the City
has a full-time construction manager on staff for this and other projects. Hiring an outside consultant would have cost the
City approximately
$91,000 in taxpayer money.
