Commercial Growth Out of control sprawl is contributing to many of the problems facing Snellville. Kelly supports quality, controlled development away from neighborhoods. Kelly believes that the city's focus should be on re-revitalization of existing areas in lieu of new developments.
Residential Growth It is important to Kelly to protect and even increase current property values. In reviewing the summary for the 2030 Comprehensive Plan Kelly does not believe that Snellville should be forced to follow the trends of the rest of Gwinnett County. Snellville has always been its own city. Again she is not a proponent of the philosophy growth for the sake of growth. Kelly acknowledges that new housing will be needed but she believes that applications for new developments must be closely scrutinized. It is more important to Kelly to protect existing Snellville citizens then to lure new ones.
Traffic Traffic is a problem that has been facing the residents of Snellville for many years. Kelly believes that programs to research road and traffic conditions in addition to the Highway 78 study should be developed. She also supports the development and use of sidewalks and bike lanes for pedestrians.
Senior Housing Kelly supports the idea for a new senior housing ordinance. It is important that Snellville provide a place for its aging residents to retire. Citizens who have dedicated their lives to the prosperity of Snellville deserve a place to retire within the community. However, Kelly does not believe that Snellville’s sole focus needs to be the elderly. Rather, Snellville must create a balance between the elderly population and young families. As such, Kelly believes that senior housing should be limited to the areas where it would be prudent
Public Safety As a former prosecutor, Kelly is an advocate of the police department and public safety. This past year on council, Kelly supported increasing the number of police officers for the City and also increasing the starting salary of those officers. However, Kelly believes that this was only the first step in increasing public safety within the city.
Stormwater Maintenance As Snellville ages, problems with drainage pipes and detention ponds will become a concern to the city. Although Kelly does not believe that the city should join Gwinnett County's stormwater program, Kelly has advocated for Snellville to study developing its own system and possibly forming a co-op with surrounding cities.
Environment Kelly feels that Snellville needs to review some of its policies in an effort to better protect the environment. For instance, Kelly has asked the city staff to review the efforts of Gwinnett County in strengthening the county's tree ordinances. In addition if re-elected Kelly would like to focus on improved recycling programs in the many new office buildings opening in Snellville.
Economic Development Economic Development has been vital to the city of Snellville since James Sawyer and Thomas Snell first opened their general store in the late 1800's. Kelly has proposed the development of an Economic Development Authority in Snellville to guide and assist economic development not just in a "downtown" area but throughout the city. In addition if re-elected Kelly hopes to propose developing a 2030 Economic Development Plan similar to the 2030 Comprehensive Plan that the city utilizes for zoning. Kelly believes that Snellville must have a comprehensive, written vision for economic development to guide the city into the future.
Fine Arts Despite the many talented artists living and working in Snellville, the fine arts have never truly been embraced by previous administrations. Kelly has formed a private, non- profit organization called the Snellville Arts Alliance Through the Alliance Kelly intends to build a fine arts facility in Snellville. The Alliance also has plans to hosts various festivals and art events within the city. By promoting the arts Kelly hopes to improve quality of life and rebuild Snellville's sense of community.
